– Conduct studies of the county and surrounding areas
– Determine objectives in the development of the county
– Prepare and adopt plans for achieving objectives

The 规划部门 is responsible for administering and enforcing the county’s solar farm, 活动房屋公园, 细分, and other land use 条例 as well as planning, 研究, and administrative duties that may relate to other county development programs. The 县规划师 serves at the direction of the 县委员 and serves as staff support for the 规划委员会. The 规划委员会 consists of five (5) volunteer members appointed by the 县委员 to staggered two-year terms. The 规划委员会 serves as an advisory board to the 县委员 concerning issues such as land use planning, 细分规则, 公共设施.
Duplin County has various land use 条例 in effect; however, Duplin County does not currently have countywide zoning. Municipalities in Duplin County have zoning within their town limits and extra-territorial jurisdictions (ETJ). To determine if a property is in the county or a town’s jurisdiction, please follow these instructions:

- Enter 搜索 criteria in the 搜索 box (ex.: address, owner name, parcel number, account number, etc.) to locate the property.
- Select the blue “Layers” tab at the top left.
- Scroll down the list of layers and fill in the check box beside “ETJ (Shaded)” and “City Limits (Shaded).”
- If the property you have 搜索ed is located within a shaded City Limit or ETJ area, contact the town hall of the corresponding town for applicable zoning information. Duplin County 规划部门 does not maintain or provide any town’s zoning information.
- If the property is in the unshaded, unincorporated area of the county (outside of any municipal jurisdiction), then the property is unzoned.* Duplin County land use 条例 are applicable in all unincorporated areas of the county. See the “条例” list at the bottom of this page for applicable regulations.
- If the property is within a one-mile radius of Duplin County 机场 (260 机场 Rd, Kenansville) or Henderson Field 机场 (250 Skydive Ln, 华莱士), there may be zoning on the site that is not shown on 地理信息系统 as part of the Duplin County Land Use and Height Restriction Ordinance. 联系 the Duplin County 规划部门 for more information.

Duplin County owns several small parcels of property that were acquired through “buyout” grants following Hurricanes Floyd, 马太福音, 和佛罗伦萨. Some of the parcels are available for the public to rent from the county for regulated uses such as cultivation, 放牧, 开放空间, 或娱乐. No other uses are permitted on the properties.
